I was checking my e-mail this morning and it looks like you left me a question. :)
You asked if it was normal that when you publish a chapter it says that people on the site will check it, then post the story. I think that is normal. It should immediately be up once you publish it if I'm correct, and you would know because it would be on the "recent stories" page. I know you probably don't need that question answered now... lol.
I looked and it seems you've started your first story. I like it so far and I encourage you to keep going! :)
